giving Marion to the 2nd is a good idea.  What county should I put it in my 1st instead of Marion?

Ad hoc, ad loc and quid pro quo! So little time, so much to know!

Well the problem is that so many WV counties have such tiny populations. I'd start by trading Ritchie, Wirt, Gilmer, and Braxton counties for Marion - though I'm guessing that wouldn't be quite enough population. But that would be the approach I'd take if I was looking for a communities of interest map. I assume that in the process you'd make the 1st less Democratic and the 2nd more Democratic, given that Marion is one of the state's stronger Democratic counties (and home to many of its prominent Democrats).
