    The formation of workers' cooperatives is specifically recognized in this country's 1999 Constitution, and government programs encourage their formation by subsidizing start-up costs, both through very low interest loans and out-right grants.   In addition, courses in administering and running cooperatives are provided free to the public, as is technical assistance in growing the projects.

    Forming workers' and consumers' cooperatives could be a very important survival tool for the millions in the U.S. who are now under-employed or unemployed.  Neighborhood groups can form food-buying cooperatives to reduce their food costs, as well as cooperatives to hire doctors and dentists to provide medical and dental care for a given community. They could join together to share neighborhood Wi-Fi and even access to transportation.  

    Community organization is the key, and even small groups of neighbors can cut their costs and improve their lives by joining together to obtain needed services cooperatively.
