    in Washington state, we had a meeting of all elementary staff--400 to 500 members--just before school started in the fall.  The speaker asked how many brand new teachers were there.  No hands went up.  He asked again--really, there must be some new teachers- but no takers.  All of the new hires were experienced teachers laid off from other districts, or people who had been subbing for a couple of years.  The retirement system doesn't let your retire until you are 62 with 30 years, or 65 with less, unless you take a significant hit in benefits.  So retirements are slow to happen.

    It sounds like our new graduates from teaching need to head for Wisconsin
