    In PPACA and Romneycare, both placed new requirements on health insurance for coverage, pre-existing conditions, profitability, as well as having requirements on the uninsured.

    So both policies impacted 100% of the healthcare market, for their respective political domains.

    The most important way to protect the environment is not to have more than one child.

      ...is that the federal plan, because Congress gets to do this, involves a fairly sizable expansion of Medicaid eligibility with concurrent federal funding.  I believe (but don't know for certain) that the Mass plan did expand MassHealth, the Mass Medicaid program, but was not able to act to the extent that Congress could act.
