    Not being a WI resident I don't know this for sure but surely you can recall a sheriff ( assuming they are elected) if you can recall the governor.  The thing is that this fool may not have even thought of that.

    Don't you folks have volunteer lawyers helping with these issues?   Towns can and do make signage ordinances but for various reasons but they can't outright ban political signs and creating a situation where they would be  invisible in practice would have the same effect.
