    I've thought the same thing many times myself.

    How long ago would the whole private sector health insurance business have collapsed if not for the government taking on all the hard cases?

    As with most other public health programs, the high-risk pools help people but also help insurers and providers. The insurers don't have to figure out how to provide coverage to high-demand customers. Providers have fewer very sick and uninsured people showing up in their offices or ERs to get uncompensated care.
