    National health spending rose a slight 3.9 percent in 2010...

    The general inflation rate (CPI) rose 1.6% in 2010. So, you take that 3.9% and describe it just as accurately like this:

    In 2010 health care costs skyrocketed at a rate almost two and half times greater than general inflation.

    Call me crazy, but in most other cases when something outstrips the average by 245% we tend to say that thing is growing pretty fast, not "slightly."
