    This coming October begins the process of health plans qualifying for the proposed 2014 health care marketplace, i.e., the exchanges. If the exchange set-up process is not corrupted, the plans opting to raise rates and to hell with Kathleen Sebelius may find themselves looking in from the outside.

    Insurers also are worried about
    how states will design the
    exchanges. Insurers are hoping
    states opt for an open marketplace.
    Only 10% of insurance executives
    surveyed favor an active purchaser
    model, in which states may select
    insurers based on their own
    criteria, such as excluding insurers
    believed to have excessive rates
    .

    But, I'll believe it when I see it. That is, a functioning marketplace for health insurance where consumers can purchase decent health care plans in a competitive price environment.
