    we have a structural deficit.  The General fund has been taking money out of transportation despite at least three propositions to shield it.  They take approximately a billion a year and although they call them loans, they are not getting paid back.

    The state has been getting by on accounting gimmicks and loopholes letting them tap specialty funds for about a decade.

    #Occupy Wallstreet - Politicians will not support the movement until it is too big to fail.

    •  and a huge reason... (7+ / 0-) because our dysfunctional initiative process has so sliced and diced off every nickel and dime that was SUPPOSED to originally go to GF that can be more responsive to the ebbs and flow of financial needs, they have had little choice for years.

      yes, yes...i know there are many variables and reasons, but Prop 13 is the grandaddy of them all...and there are hundreds of others that just piled on the hurt.
