    This is a VERY IMPORTANT point. ONLY the NRC is allowed to make determinations of safety under federal law. The contract Entergy signed had NO safety requirements in it.

    I don't have time to go into it right now. I'll come back later and add a comment with more specific info, but the contract has NOTHING to do with the plant's safety.

      OK, then. So presumably VY has met all federal safety standards, or else the feds would be shutting them down?

      And that leaves the contract allowing the state to deny a certificate for no reason at all? I very much doubt a major corporation would sign a contract allowing a major plant to be shut down for no reason.

      There must be more.
