    Earlier this year, we began an initiative to further strengthen our grants program to be more outcomes-driven and to allow for even greater investments in programs that directly serve women. We also implemented more stringent eligibility and performance criteria to support these strategies.

    If I interpret this as:

    We will be viewing each woman as a unit of health cost per individual and with an eye to ensuring that the percentage of grant money that we get goes to administrative costs, thus keeping our big-name board members happy, (outcomes-driven?) we will be making it more difficult for underserved women to receive services.  (Stringent eligibility?)

    Would I be too far off the mark?
