    It was an implied future possible threat.  Not a direct IF-THEN statement like the port shutdown was. I.e.

    "IF there is police violence elsewhere, THEN we will continue the port shutdown into the morning."

    But in any case no one except someone who wanted City Hall "broken into" would have left it unguarded and unlocked.

    One could almost say that Quan's evil smile as she surveyed the damage was a look that gave away the plot.

      explicit.  And given that City Hall was explicitly mentioned it seems like it might have been good to have at the very least a single police officer stationed at each of the entrances and to not leave the doors open after hours.

      There revolution will not be televised. But it will be blogged, a lot. Probably more so than is necessary.
