    It is probably in the best interests of the movement to provoke the government to be as insane as possible so that it makes massive mistakes while chasing after PR victories.

      exist.  The existence itself of Occupy, irregardless of what any local Occupy may do or not do, will ensure the govt is provoked into shutting it down. As they have all camps in all cities, irregardless of their local characteristics.

        If the government is provoked into a response even more disproportionate than what is currently occurring.

        It's a big game of chicken. Will the Occupiers give up in the face of increasing levels of repression? Will those in authority eventually flinch rather than to commit to a certain level of repression? Will they not flinch, but lose the PR war by eventually going to far?

        The worst outcome is a stalemate where Occupy is disinterested in doing new things to raise the level of provocation and the elites have determined that resistance is at a tolerable level. In general terms, the oppressed must make the oppressors believe that the cost of repression is both increasing and unpredictable.
