    You mean that an organized group created for the common good and not for profit will do a better job at something than an entity created by the free market?  

    The NIH aren't the only people who could do this sort of study.  Universities used to be hotbeds of this sort of thing, only now they are just as market driven as Pfizer.

      was funded by the NIH or similar government or private foundation grants. Universities were not funding this from their own endowments.

      For profit companies can only spend research and development funds on projects that lead to a proprietary product. When you have a cheap generic you need to find government or foundation grant money to pursue the clinical trials.
