Santorum keeps making it sound as though the French Revolution was an affair of atheists against theists.  That is a false perception.

When things began spinning very much out of control under the Jacobin party, and Robespierre and Marat and Co were at the helm, there was a Feast of Reason celebrated at Notre Dame cathedral.  Its instigators and some participants were executed by Robespierre.  The Cult of Reason, which had been forming chapters around the country was also curtailed.  Robespierre, who had atheist leanings of some kind, pronounced theism to be an apt fit with the rustic instincts of the true French people and their general will.  Atheism he decided was apropos of the elites who were arrayed against the people, such as the crown, the aristocracy, the Belgian and English armies threatening to invade in order to restore the rights of kings, and so on.

Santorum is smart to bring this up and twist it like he does.  It is the kind of thing his listeners want to hear.  It is pseudo-intellectualism with moral indignation as its payoff, and nothing makes the indignant happier than a lie that feeds and deepens their indignation.
