        ... tax legislation has to start in the House and it will never go for such a bill. Alternatively, it could load up a separate bill that would continue just the "middle class tax cuts" but add all kinds of dirty stuff ... and dare the Democrats to vote against it. We're not in control of this process and we could get outplayed enough to muddle up the waters.

          During the 80th Congress, when Republicans held the majority in Congress, Democratic President Harry S. Truman called Congress back in October 1947 and July 1948 to deal with unfinished domestic legislation. President Truman planned to campaign for reelection against the “Do-Nothing 80th Congress,” so he called these sessions to embarrass the Republican majorities by accusing them of not acting on important social matters.

            ... a special session would enact favorable tax legislation. I think it isn't that Congress - particularly the House - won't meet, it's that they won't loosen the linkage between tax cuts for the upper- and middle classes. It'll be all 'er nothin' for the GOP, and they'll want to be able to accuse Democrats of raising taxes on the middle class by our stubbornness.

            If the Democrats keep the Senate and win the House in November 2012 saints be praised this will be so! - I'd bet the GOP-controlled House (until the new one is seated in January) would be even more obdurate. But I'd be delighted if events proved me wrong!
