    thought that Zimmerman should be arrested and the prosecutor declined to have him arrested on the grounds that he did not think the case could be won. The detective signed an affidavit to that effect.

      opinion.  Both of the cop and the prosecutor. One thought there was a basis for arrest and the other that there wasn't enough for a conviction.  Both could be right. Other than that it means nothing.
