    When someone wants to divorce a person who hasn't been seen in years, for instance. I've never heard of posting a summons to appear in court for a person whose location is known. That's just plain wrong.

      I think process servers must make good-faith efforts to find the people they serve before resorting to notice by publishing.  Otherwise, that's what they'd do and be done with it, because posting a public notice is a lot cheaper than hiring someone to track people down.
