    and hospitals can refuse to allow elective surgery without a guarantee of payment. Emergency care, however, is another matter entirely under the law. The Minnesota Attorney General is suing the agency for violation of collection laws and HIPAA. The Fairview hospital system is cooperating enthusiastically to avoid sanctions. I am shocked that North Memorial Hospital is apparently stonewalling.
