    the placard doesn't have to be for the driver. If any passenger has one, the driver can use it.

      to a specific person -- so to use it you need to have that person with you or be picking him/her up. (I should ask about that when I'm at DMV next week.) We always have to remember to put it out when we pick my mom-in-law up; she's not with us at the time but we park in the disabled space to make it easy to get her in the car. (Usually it's my job to remember; I get the front seat in proper position while my spouse goes in to get her.)

        where I live (in B.C.).

        And they're not transferable from state to state, or country to country (I had to explain to my sister in law that I couldn't use mine in Washington State; it's only valid in B.C.) so if we do go to the US for visits we try to find a parking spot as close as possible on the end of a line of parking spots, so that my access isn't blocked.
