    The FCC imposes a Universal Service Fund tax ("fee", but it's really a tax) on all "interstate telecommunications".  The current rate is 17.3%.  Most of this goes to the High Cost Fund, which subsidizes rural telephone companies (including many subsidiaries of big companies like TDS, Frontier, CenturyLink and Windstream).  A little goes to rural health care providers and a little goes to the Lifeline program.  And some goes to the Schools and Libraries Fund.

      Thus, what we have here is yet another raid on the Treasury, this time by the telecoms.

      If nine year old boys could get pregnant, the Catholic Church would mandate the use of birth control.
