    However this works and whether there is some side-revenue so that compensation doesn't seem to be direct, who would expect these companies to quietly eat $3mil apiece on this out of "patriotic duty" and not wanting to rock the boat on other government contracts? I just don't see them eating losses. So in some ways I expect that this is a clever scheme to explore "fun" (esp. lucrative) ways to spy on taxpayers financed by taxpayer money, all protected by national security secrecy. I just don't see why business wouldn't be the driver.
