    Yes precedent is mixed, but the statement about no returns prior to election for first term of Reagan, Carter, Clinton and GWB is not correct.

    Carter released one year prior to election in 1976.

    Reagan released one prior to election in 1980.

    Clinton released 12 years prior to election in 1992.

    George W Bush released 9 years prior to election in 2000.

        when he was running for Governor, but the Democrats learned that he had filed his taxes as a resident of Utah, not Massachusetts. As Rachel reported:

        In 2002 when Mitt Romney moved back to Massachusetts from Utah to run for Governor in Massachusetts, that residency requirement was really a big problem for him. He maintained publicly until June of that year when he was running, that he had always paid taxes as a Massachusetts resident, so that residency requirement was going to be no problem.
        I think what happened was the Democrats found a news article with this sentence in it:
        Romney has declared his Deer Valley home his primary residence for tax purposes, but hesitates to rule out a political run for office in Utah.
        With that little snippet, they figured out that ...
        Over three years, Mr. Romney received a $54,000 tax break on the $3.8 million house by having it classified as his primary residence. In Utah, full-time residents pay taxes on only 55 percent of the assessed value of their homes, while part-time residents are taxed on the full value.

        Massachusetts Candidate Confirms Utah as Residence

        And so, Romney had to retroactively amend his state income taxes, and pay Utah the difference on his property taxes. All so that he could meet the 7-year residence requirement to run for governor of Massachusetts. However, he never released his income taxes.
