      state laws.  In SC public hospitals can garnish state tax refunds for unpaid hospital bills.  Local hospital was bought by a for profit but letters of garnishment went out again this year.  Complaints to tax office brought response that the state did not verify the status of hospitals but assumed hospitals were public if they filed the letters of garnishment
