In fact, after the "tsunami" of 2010, that became the GOP's stated purpose. To "do nothing" -- and to make Obama a one-term president.

But it's fair to point out that from 2004-2008, the Dems did much the same thing, if not at the same level.  Congressional dysfunction isn't new, it's just worse than it's ever been and predicted to become worse in the next term as the more moderate members on BOTH sides retire or give up in frustration.  There are a dozen or so members leaving, and the nominees to replace them are even more extreme than their currently seated brethren.

This is a situation that will NOT be improved by the guy who says "I like vetoes". (He actually bragged about his veto record in the press -- The Boston Globe I believe.)  If his batting average were the same in the White House as it was in the Governor's Mansion, NOTHING will get done.  Legislation in MA was passed over his objection by an overwhelmingly Democratic state assembly.  That won't happen in a Congress that has no supermajority, meaning no matter what passes on Capitol Hill, it won't get signed into law.

In short, a Romney presidency is NOT a prescription for bipartisanship. And it doesn't matter how often he says it.  Hopefully, Obama won't miss this opportunity on Tuesday.

I'll believe corporations are people when one comes home from Afghanistan in a body bag.
