    in presidential elections as I understand it.  The state legislatures are in charge of choosing electors and they choose to put it to a vote.  Voter suppression isn't really illegal federally as long as it isn't practiced differentially.  States have their own laws about it.  I think we should model it after the 17th amendment, which took that power away from legislatures for senate elections.  Then voter suppression would be unconstitutional.
