    Frankly, since it would be up to the administration to defend any regulation, whether promulgated by an independent agency or not, it seems to me that the administration properly would want the opportunity to vet the regulation.

    I sure would like to know the administration's position on this.

    Full disclosure: I have been closely involved in the rule-making process numerous times. On occasion, administration vetting was very helpful in preventing serious discriminatory regulations from being enacted. On others, it was not. The rule-making agencies were not independent, so I don't know if this distinction is important, but I would say from experience that an extra level of vetting is not necessarily a bad thing.
