    At the topmost levels they are aware of what they are doing.  

    Romney was symptomatic of the problem.  The upper party management really thinks that they are the only ones who can conceivably understand the way the world works.  

    Leo Strauss was someone who thought this way, and he is a shining light for the upper part of the R party.  His theory is that there are people who are able to understand philosophy, and be able to put it into practice.  He believed that when the common person attempts to do this, he or she will react like a nihilist would.  

    I think guys like Rove really do understand this.  They project their thinking onto Democratic leadership when they accuse them of cynically manipulating the vote by giving away free stuff.  

    Their cynicism is justified, according to them, by the naïvete of the Democratic voters.  
    Upper management in the R party thinks that only they can understand the world.
