    The media is using the wrong language to refer to the status of the election.

    Under Florida law, results are not considered "certified" until 14 days after the general election. It is at that time that the state "Elections Canvassing Commission" meets and issues certificates of election to winning candidates. Until that happens, no one

    "  102.111 Elections Canvassing Commission.—  (2) The Elections Canvassing Commission shall meet at 9 a.m. on the 9th day after a primary election and at 9 a.m. on the 14th day after a general election to certify the returns of the election for each federal, state, and multicounty office."

    What has happened is that each of the counties in the Congressional district have completed the count of all ballots - including the absentee ballots that were delayed in counting - and have released those returns and filed them with the Secretary of State's office.

    While it is true that this is a bit of a technicality, there are legal implications to the fact that no "certificate of election" will be issued until November 20th - especially in light of the judge's order that West lacked a reason to bring a lawsuit until the legal "damage" had been done in the form of a certified election result.
