    In other words,

    There are powers that have not been delegated to the  Federal Government (by the U.S. Constitution), and that have not been prohibited (by the Constitution) to the States.  All of these various powers are reserved, by this Constitutional Amendment, to the States, or to the American people."

    Because the Constitution of the United States does not prohibit the States from legalizing marijuana, the power to legalize marijuana is reserved by the 10th Amendment to the States, i.e., to the people in the various States.

      The 9th is about the rights of the people vs. government.

      The 10th is about the legitimate spheres of Federal vs State govt.

      Conflating them doesn't help.
