    Thank you! Electoral reform is badly needed.

    This is a pet issue for me. I've been a poll judge for a decade. So I've seen first hand how dramatic a lack of resources (electronic voting machines, paper ballots, and poll judges) can have on an election. We had plenty of resources, but we still had lines that reached half an hour. People left without voting. I can't imagine how many votes weren't cast when people had to stand in line for eight hours!

    My question is this: San Mateo county is a model for the state on how to run an election. (We recently got a 100% from Bowen's office!) The most often cited reason for increasing resources is a lack of funds. Is there anything in your bill that will give federal grants directly to counties? This being an unfunded mandate is a non-starter.
