    Like, a 2 block line at the elections office on election day-most of those people have problems with registration, screwed up or lost their ballot or spilled beer on it (damn straight, we do our sacred duty at at the brewpub :). This year they were able to check the ballots for "voter intent" (ie, filled out so the scanner can read them,ect), starting a week before election day (but not scan or tally them till election day), so that helps.

    But here's the thing-every signature has to be checked against the registration, the "secrecy envelope" opened and the ballot checked by a team of 2 people: usually a Republican and a Democrat and supervised by an elections worker (who actually supervises a bunch of "teams"). There are also "poll watchers"-which I have done, usually a Rep and Dem, maybe a Constitution party too-to monitor the operation. That takes time.

    Most counties (like mine with 30,000 voters) are done by that night/the next morning, but Multnomah county gets overwhelmed.

    The correct answer to this, I guess, is to hire more ballot counters, but that would involve more training and supervision etc. I am not an election expert, so maybe there's more to it than that.
