    If a state does not setup an exchange, state residents still get an exchange - but it is run by the Federal government. So states can avoid the cost and responsibility of setting up an exchange.

    Much more importantly, PPACA requires states to spend substantially more on Medicaid for new people added to Medicaid under PPACA.  However, if a state does not setup an exchange they are not required to spend more on Medicaid.  So for states that want to avoid tax increases, not having an exchange is very important.

    PPACA used funding from the states to reduce spending from PPACA at the federal level.


    The most important way to protect the environment is not to have more than one child.
