    Under Obamacare, the remaining 10 percent of Walker's state will be able to obtain health insurance—but thanks to Walker's political gamesmanship, it won't be with the help of the state.
    You are assuming those 10% are not able to obtain health insurance without state or government assistance.  Why?  There is always a percentage who will refuse to insure. Under ACA that is a feature!  It's called the mandate penalty.

    Which begs the question, does a state that is 90% compliant really need any state or federal exchanges?  Especially considering that the whole point of the mandate was to force these individuals into compliance.  And even more especially since compliance means purchasing insurance from private insurers since there is no public option.
