    It simply means the feds will come into each state and set up a unique state exchange.

    As it was set up, the exchange part of ACA is kinda stupid.

    No national health insurance plans are allowed under ACA, as has always been the case.  That hasn't changed.

    But, under ACA, all state plans will be "must carry".  An insurer cannot refuse to carry someone.

    So what is the point of an exchange???  The state already regulates companies as it sees fit.  ACA forces plan minimums, etc.  What more is an exchange going to do for consumers that isn't already built into ACA and state regs?
