      it saves them the 10% they would have to pay.  Federal would pay 90%, state would have to pay the 10.  vs.  not expanding medicaid, and spending nothing more.

        going to emergency rooms for their care. This care ultimately is paid for (100%, not 10%) by everyone else who uses the hospital which simply shifts those costs across the array of charges levied on those who have coverage. These Governors' constituents certainly should be helped to understand exactly why their insurance premiums rise so rapidly.
