    ...and not the PURPOSE.

    "The use by the people, of the plants of the genus Cannabis, and of the various parts, portions, and derivatives thereof shall not be infringed by the government at any level, except as required to preserve Liberty and the honest pursuit of the common interest.  The desired result is that flowering of knowledge, commerce, and innovation that follows from the union of industry and opportunity.

    "To this end, all proscriptions of law are rendered null and of no effect.  All incarcerated persons, whose central offense was the use or possession of some part, portion or derivative of a Cannabis exemplar, shall be released immediately, without prejudice;  and such restoration be made to each as to reduce their injury due to incarceration; and such property as may have been seized, taken, or lost to them in consequence of said incarceration, or approximate value thereof to reduce as may be their injury due to law."

    Not saying we WILL be able to achieve this entirely, but I like aspirational goals....
