  •  The problem was never the filibuster (16+ / 0-)

    The problem was using the cloture rules to effectively bottle up all legislation and appointments while doing so in a way that was obscure to all but the most savvy Senate watchers. The average American would (and did) interpret it as just the result of a dysfunctional Senate. They would not know that it was the GOP that was obstructing on the most trivial of things.

    By making them actually stand up and talk about it, this rule change would make it that much harder for them to obstruct on petty matters. Because doing so would be visibly petty to even the casual observer.

    Bernstein is right that the GOP could look like heroes, if they filibustered something important. But if they were blocking the appointment of the assistant Secretary of Agriculture for Dairy Processing then the American public would start asking, "Is this really this important an issue?"

      And IF they ever had an important issue in which they were correct they SHOULD look like heroes.  Heck maybe this will force them to try to support issues that actually help people rather than just corporations and special interest groups.
