    and about 40% from member stations. CPB grants make up about 10% of station budgets.

    Stations depend on local subscribers and NPR depends heavily on corporate sponsorship.

    So there's an interesting mix of influence. It goes way beyond Congress, and includes local station managers and listeners. But the whole system is rigged - like American politics - to give advantage to corporations and philanthropic donors.
