    Agencies should always do an objective review of the effectiveness of their responses to disaster--especially agencies whose main purpose is responding to disasters.  

    If the agencies don't do an adequate job of assessing their opportunities for improvement, they won't improve and their next response will be similarly inadequate.

    IMHO, If the agencies won't do their own objective and effective assessments of their disaster response and make needed changes, then people who volunteered and saw mismanagement need to inform people so that changes can be made.  

    If agencies like the Red Cross aren't held accountable, then maybe people need to consider investigating which agencies do/ did respond effectively and efficiently to disasters and whether they need to consider giving their money and time to better managed, more effective agencies.
