    I am not a federal scientist, but work with several on a regular basis.  The work we are engaged in is pretty apolitical.  So here is my experience:

    1.  Teleconferencing.  Yes, we use this a lot.

    2.  International Travel.  The federal scientists I work for are not permitted to travel to international conferences, even if they pay their own way, do it on vacation time, and do not represent the agency at the meeting.  Let that sink in.

    3.  Domestic Travel.  Even if their domestic travel for a meeting is paid for by a third party and they take vacation time, permission to travel (on approved projects) is routinely rejected.

    The situation is already horrendous.  It is stifling scientific progress.  I don't know if if I am more shocked by the part of some people to cut travel further, or the fact that there is still something left to cut.
