    that what I think should be eliminated is the fixed cap and that the cap should move up or down according to a standard and accepted projection for SS solvency.

    The reason to do this is to keep SS apart from general funds once we pass the hurdle of the boomers' retirement.  So I'm not say have no cap.  I'm saying that it shouldn't be fixed to inflation, but rather tied to need to generate revenue.

    Certainly from our standpoint, this gives us a sense of momentum -- when the United States has accolades tossed its way, rather than shoes. - PJ Crowley
