    It can be tough to prove the sort of case needed to fire a public employee. On the other hand, when they insist on loudly and openly violating the terms of their employment it DOES make the task a bit easier.

    What may happen in some cases at least is that the offensive employee will be moved to a position where he or she does not interact with the public. I've seen that happen as well.

    IIRC, a couple of years ago an employee of the California DMV refused to renew the license of a transgender person and started sending that person offensive messages at their home address. The employee's termination happened rather quickly. So it's possible, especially when the offender insists on their own misguided sense of entitlement.
