    votes needed to pass something incrementally over several votes is Tom Harkin's plan, and I think it's a very good one.
       It'd take some time, but eventually there'd be a majority vote taken, while Senators would have all the chance they wanted to talk to their heart's content.

      become part of the reform package? I'm not particularly concerned about time. This is the same Senate that spent two years passing nothing. While requiring senators to speak for a prolonged period of time may tire them out, if they still can't get the votes to pass a bill, it's sort of pointless. Hell, Sen. Sanders spoke for 8.5 hours one day, and it would be difficult to find 10 random people who know that, or know what he said.
