    Senator Feinstein,

    Thank you for your reply regarding the filibuster. Two items stand out for me.

    1.) I agree that elimination of the filibuster would not be prudent. However, enacting reform that would inflict actual "cost" on those who obstruct debate and cloture would highlight these instances, allowing media and the public to weigh in - whether with support or derision - on the legitimacy of the obstructionist's position.

    I feel that this would go a long way toward eliminating any small-minded "obstruct everything" platform that a minority might choose to pursue.

    2.)  Your optimism regarding..

    > entered into an informal agreement in which Senator McConnell agreed to reduce the use
    > of the filibuster by the minority and in return, Senator Reid agreed to allow more

    ..appears, respectfully, in my opinion, misplaced, for the following reasons:

    A.) This "agreement" - 4 years ago - prompted Senator Reid's choice to NOT seek actual reform of the filibuster rules for the current Senate session.

    B.) Senator Reid himself stated, in regards to the above, his choice was a "mistake".

    Why knowledgeable participants, in an identical negotiation, would choose to be taken advantage of a second time, thereby virtually cementing the image of the Senate as a dysfunctional legislative body, absolutely mystifies me.

    I suggest the proposals put forth by Senator Warren (D - MA) and others be considered most seriously.
