    that people like Flower, are really people.  After all, if you're poor, it's because you deserve to be, right?

      it's ok that she has to scrabble for a living because who invited her anyhow?  Of course, the fact that she legally came here and worked hard and became a citizen will slide right past them.

          INVITED here.  Thousands of Vietnamese came here in 1975 after the war at the express invitation of our government.  They were given special status by two acts of congress that were signed into law by Gerald Ford.  The first allocated funding for the evacuation and resettlement of Vietnamese refugees in the United States and the second conferred special status akin  to Cuban refugees and included resettlement and welfare assistance to the new arrivals.  Red tape was relaxed and immigration quotas were mostly eliminated for all southeast asia countries that had been affected by the war, such as Laos and Cambodia.  Work permits were granted to the immigrants soon after admission to the country.

          Conservative Republicans and some Democrats opposed the immigration policy, but Ford worked with Ted Kennedy to pass the bills through congress.

          The immigration quotas and red tape remained relaxed through Carter's presidency.  It was Reagan who finally shut down easy access to the country for southeast asian immigrants.
