    1.  Only 5 counties of Florida are listed under the VRA's section 5 on preclearance.

    2.  Section 2 of the VRA would require post-election vote totals to be used as evidence of disparate effects between various racial communities, it does NOT give the Federal government authority to preemptively challenge anything on principle.  

    3.  All the VRA does is grant standing and enforcement authority to the DOJ to challenge state laws.  If the DOJ did this and could prove their case to a judge, the laws could definitely be struck down on constitutional grounds.  This is very true, but...

    4.  What does ANY OF THIS have to do with criminal prosecutions of anyone inside or outside of the state of Florida?  Speech and Debate clause aside, this is all about civil rights.  The VRA might allow the DOJ to challenge some specific statutes if the data was compelling, but any Floridian could show better standing and sue directly on Constitutional grounds.  None of this involves anything remotely criminal.

      The busing situation has been central to public schools here during my entire residency in Florida (since 1978).  It is a given in this county and the other four counties that there was rampant discrimination & racism here which required correction.  While it is true that criminality is not technically involved, the moral imperative to comply with the US constitution is central to the voting suppression agenda of the Republicans and Gov. Rick Scott.  It is a shameful and despicable move on their part to unfairly skew votes in our elections in Florida.  As a disabled Vietnam veteran who served honorably I take particular offense at this and wish that the perpetrators be recognized and somehow punished for their actions, criminal or not.

        It is Illegal when (per an attorney I know)

        1.  It is used to win an election.

        2.  Discrimination occurs.

        Scott's actions were/are intrinsically illegal.  Simple as that.
