bargaining tool in what has been a really clever boxing in by Obama and the Dems. Republicans are under a ton of pressure from defense contractors about potential cuts under sequestration. This is their real Achilles heel. The wealthy know they are losing the Bush cuts no matter what.Boehner will try to cut down the rate from 39% to 37%. Besides stopping defense cuts, Boehner has to try and get something in cuts---preferabbly on entitlements---to save some face with the Tea Party crowd. And he has to make it seem like he went down fighting on taxes. I personally think Boehner and the GOP know that even one paycheck (after the cliff) with both the payroll tax cut and the Bush cuts gone, will destroy them among the white middle class voters who remain in their base.

If all the cuts go into effect, Obama goes on TV and says, "I tried to extend the tax cuts on the middle class, but the Republicans refused to cooperate. This means the middle class will see an increase in taxes. I consider this increase to be nothing more than a Republican political maneuver, and so we will be keeping track of the increased amounts paid. And as soon as possible -- tomorrow if the Republicans agree, 2014 if we have to take it to the people -- we will refund that money to middle-class taxpayers."
