    Once again I think you're assuming vast powers that just never existed.  Last I looked the President doesn't have the power to control Congress especially the opposing party.   He can attempt through the bully pulpit to ask Americans to put pressure on them, make some backroom deals with his own party members letting them know the consequences of not going along but the Republicans met at the beginning of his term and all agreed not to bend an inch and we can see that's exactly what they did.  They had the numbers to stop him.  Period.  The bully pulpit was diluted by media ownership.  If Obama spoke out in outrage, you saw a tiny and heavily cut clip and then hours of right wing distorted reaction to it.  And looming over all of this was this abyss of complete and utter economic meltdown if attention got diverted to some Custer's Last Stand fight.  

    Yeah the Republicans were bullies but they could be not by anything Obama did or didn't do but because of decades of setup.  Citizens United and building the court to create that situation took years to manifest itself.  All those people out of work about to lose their unemployment benefits had to defended.  The were out of work because of decades of public policy that voters created.  The American public made this mess not Obama.  He just came began to clean up the mess one tiny piece at a time.
