    I totally misunderstood then in environmental class because my understanding was that it was so much harder to fine, control etc. because you had no way to know where it was coming from or WHO to fine.

      It's not that it's so hard to know where it's coming from -- it's that it's harder, in some way, to control or at least regulate because it isn't escaping via a discrete point. The reality is that the only significant difference is that we've decided to let big agriculture (and garbage disposal) a break, with looser requirements.
